Malaysia bankrap jika laksana program Buku Jingga?

Dalam laporan berita Utusan Malaysia bertarikh 13 Jan 2011, Ketua Pengarah Institut Kajian Strategik dan Antarabangsa (ISIS) Datuk Dr. Mahani Zainal Abidin berkata bahawa Program 100 Hari Pakatan Rakyat akan hanya menghancurkan ekonomi negara kerana tidak menyumbang sebarang kebaikan terhadap pertumbuhan ekonomi.[1]

Kritikan beliau berasaskan tiga perkara, iaitu: 1) Program tersebut semata-mata bersifat agihan dan tiada usaha untuk mencambah ekonomi; 2) Subsidi dberikan secara besar-besaran sehingga mengalami hutang yang besar seperti Greek dan Itali; serta 3) Menyerahkan pengurusan ekonomi kepada kerajaan dan menolak sektor swasta.

Kajian Politik untuk Perubahan (KPRU) telah membuat perbandingan terperinci dengan mendalami Buku Jingga Pakatan Rakyat untuk meneliti kritikan-kritikan tersebut. Secara kesimpulannya, KPRU berpendapat bahawa ketiga-tiga hujah yang menjadi asas kritikan ISIS adalah songsang dan tidak berasas.

Program 100 Hari Pakatan Rakyat bersifat agihan


Berdasarkan Buku Jingga yang bertajuk Agenda Pakatan: Ubah Sekarang, Selamatkan Malaysia, Pakatan Rakyat akan melaksanakan reformasi menyeluruh dalam semua aspek pengurusan negara, ekonomi, pendidikan, dan sebagainya berdasarkan prinsip yang digariskan dalam Dasar Bersama.[2]

Program 100 Hari Pakatan Rakyat hanya merupakan permulaan kepada reformasi tersebut yang berasaskan Dasar Bersama. Dasar-dasar pertumbuhan ekonomi yang lebih luas disebut dalam Dasar Bersama Pakatan Rakyat yang menyentuh ekonomi berprestasi tinggi, berkemahiran tinggi, ekonomi telus, desentralisasi dan pengupayaan pengurusan ekonomi negeri, tenaga kerja dan lain-lain.[3]

Maka Program 100 Hari Pakatan Rakyat merupakan program konkrit yang bakal (atau mula) dilaksanakan dalam tempoh 100 hari selepas Pakatan Rakyat mendapat mandat rakyat, dan sebab itu adalah kurang adil jika program 100 hari didakwa bersifat agihan dan tidak mengutamakan perkembangan ekonomi. Sebagai sebuah badan pemikiran bersejarah, ISIS seharusnya memahami bahawa dasar pertumbuhan memerlukan pembaharuan dan transformasi berbentuk struktur yang berjangka panjang, malah program 100 hari adalah sekadar permulaan kepada agenda reformasi ekonomi politik Pakatan Rakyat.

Malaysia akan muflis jika melaksanakan Program Pakatan Rakyat

Kedua, ISIS juga menuduh bahawa dalam Program 100 Hari Pakatan Rakyat, subsidi dberikan secara besar-besaran sehingga Malaysia mengalami hutang yang besar seperti Greek dan Itali. Untuk membuat perbandingan, nisbah hutang isi rumah dan hutang kerajaan kepada Keluaran Dalam Negara Kasar (KDNK) bagi Greek, Itali dan Malaysia telah diberikan seperti yang berikut:



Definasi bankrupsi bagi sesebuah kerajaan adalah apabila hutang kerajaan tersebut telah melepasi KDNK (nisbah melebihi 100%) dan tidak mampu menjelaskan hutang bon. Greek berada dalam risiko bankrupsi apabila pemegang bon bimbang bahawa kerajaannya tidak dapat menjelaskan hutang bon bernilai AS$23 bilion yang matang pada April dan Mei 2010.

Situasi Malaysia jauh berbeza berbanding dengan situasi Greek. Hutang kerajaan Malaysia berada pada paras 53.7%, manakala hutang Greek dan Itali mencecah 126.8% dan 116% masing-masing. Penambahan RM19.2 bilion ataupun 3.68% daripada KDNK tersebut tidak akan mengakibatkan Malaysia muflis.

Lagipun, punca utama krisis hutang Greek adalah disebabkan korupsi dan rasuah, yang mana juga diperakui oleh Perdana Menterinya George Papandreou. Dalam Indeks Persepsi Rasuah, kedudukan Greek adalah pada tangga ke-78, lebih teruk daripada Malaysia yang menduduki tangga ke-56.[10]

Maka kita boleh menyatakan bahawa, walaupun tadbir urus dan pengurusan kewangan kerajaan Malaysia adalah semakin teruk, tetapi adalah kurang bertanggungjawab jika kita membuat kesimpulan secara tergesa-gesa bahawa Malaysia akan muflis jika melaksanakan pakej 100-hari tersebut yang hanya akan membelanjakan RM19.2 bilion. Lebih-lebih lagi, seperti apa yang dikatakan oleh Ahli Parlimen UMNO Johor Bahru Datuk Seri Shahrir Abdul Samad, kerajaan BN masih gagal menjelaskan ketirisan dan kebocoran berjumlah RM28 bilion yang berlaku dalam perbelanjaan kerajaan.[11] Jika RM28 bilion ketirisan ini dapat dijimatkan, kerajaan masih dapat menikmati lebihan sebanyak RM8.8 bilion selepas pelaksanaan Program 100 Hari Pakatan Rakyat,

Menyerahkan pengurusan ekonomi kepada kerajaan dan menolak sektor swasta


Menyentuh kritikan ISIS terakhir bahawa Dasar Pakatan Rakyat menyerahkan pengurusan ekonomi kepada kerajaan dan menolak sektor swasta, KPRU berpendapat bahawa sebenarnya Dasar Bersama Pakatan Rakyat amat mengutamakan daya saing negara, malah juga bertekad merancakkan pelaburan tempatan dan menjana permintaan domestik yang kukuh serta menggamit pelaburan asing langsung yang berterusan agar menjadikan ekonomi Malaysia berdaya maju.[12]

Apa yang ditolak dalam Dasar Bersama Pakatan Rakyat adalah penswastaan yang membebankan rakyat, struktur subsidi yang menguntungkan kroni dan korporat besar, sistem tender yang tidak adil, telus dan terbuka, serta sistem cukai yang regresif. Maka Pakatan Rakyat bukan menyerahkan segala pengurusan ekonomi kepada kerajaan tetapi sekadar mengembalikan peranan kerajaan yang sebenar (reinstate the role of the government) sementara merombak semula sistem sedia ada yang mengekang pertumbuhan sektor swasta.

KESIMPULAN

KPRU berpendapat bahawa ISIS harus mengkaji Dasar Bersama dan juga Program 100 Hari Pakatan Rakyat secara menyeluruh terlebih dahulu sebelum membawa hujah dan membentangkan kenyataannya. Adalah amat tidak bertanggungjawab bagi sebuah badan pemikiran yang berwibawa membuat dakwaan secara suka hati dan tidak berasaskan fakta dan analisa konteks program tersebut.

FEMALE HEART ATTACKS

Maklumat penting untuk makluman bersama.

I was aware that female heart attacks are different, but this is the best description I've ever read. Women and heart attacks ( Myocardial infarction ). Did you know that women rarely have the same dramatic symptoms that men have when experiencing heart attack. You know, the sudden stabbing pain in the chest, the cold sweat, grabbing the chest & dropping to the floor that we see in the movies. Here is the story of one woman's experience with a heart attack.

'I had a heart attack at about 10 :30 PM with NO prior exertion, NO prior emotional trauma that one would suspect might've brought it on. I was sitting all snugly & warm on a cold evening, with my purring cat in my lap, reading an interesting story my friend had sent me, and actually thinking, 'A-A-h, this is the life, all cozy and warm in my soft, cushy Lazy Boy with my feet propped up.

A moment later, I felt that awful sensation of indigestion, when you've been in a hurry and grabbed a bite of sandwich and washed it down with a dash of water, and that hurried bite seems to feel like you've swallowed a golf ball going down the esophagus in slow motion and it is most uncomfortable. You realize you shouldn't have gulped it down so fast and needed to chew it more thoroughly and this time drink a glass of water to hasten its progress down to the stomach. This was my initial sensation---the only trouble was that I hadn't taken a bite of anything since about 5:00 p.m.

After it seemed to subside, the next sensation was like little squeezing motions that seemed to be racing up my SPINE (hind-sight, it was probably my aorta spasming), gaining speed as they continued racing up and under my sternum (breast bone, where one presses rhythmically when administering CPR).

This fascinating process continued on into my throat and branched out into both jaws. 'AHA!! NOW I stopped puzzling about what was happening -- we all have read and/or heard about pain in the jaws being one of the signals of an MI happening, haven't we? I said aloud to myself and the cat, Dear God, I think I'm having a heart attack!

I lowered the footrest dumping the cat from my lap, started to take a step and fell on the floor instead. I thought to myself, If this is a heart attack, I shouldn't be walking into the next room where the phone is or anywhere else .... but, on the other hand, if I don't, nobody will know that I need help, and if I wait any longer I may not be able to get up in moment.

I pulled myself up with the arms of the chair, walked slowly into the next room and dialed the Paramedics ... I told her I thought I was having a heart attack due to the pressure building under the sternum and radiating into my jaws. I didn't feel hysterical or afraid, just stating the facts. She said she was sending the Paramedics over immediately, asked if the front door was near to me, and if so, to unbolt the door and then lie down on the floor where they could see me when they came in.

I unlocked the door and then laid down on the floor as instructed and lost consciousness, as I don't remember the medics coming in, their examination, lifting me onto a gurney or getting me into their ambulance, or hearing the call they made to St. Jude ER on the way, but I did briefly awaken when we arrived and saw that the Cardiologist was already there in his surgical blues and cap, helping the medics pull my stretcher out of the ambulance... He was bending over me asking questions (probably something like 'Have you taken any medications?') but I couldn't make my mind interpret what he was saying, or form an answer, and nodded off again, not waking up until the Cardiologist and partner had already threaded the teeny angiogram balloon up my femoral artery into the aorta and into my heart where they installed 2 side by side stents to hold open my right coronary artery .

'I know it sounds like all my thinking and actions at home must have taken at least 20-30 minutes before calling the Paramedics, but actually it took perhaps 4-5 minutes before the call, and both the fire station and St. Jude are only minutes away from my home, and my Cardiologist was already to go to the OR in his scrubs and get going on restarting my heart (which had stopped somewhere between my arrival and the procedure) and installing the stents.

'Why have I written all of this to you with so much detail? Because I want all of you who are so important in my life to know what I learned first hand.'

1. Be aware that something very different is happening in your body not the usual men's symptoms, but inexplicable things happening (until my sternum and jaws got into the act). It is said that many more women than men die of their first (and last) MI because they didn't know they were having one and commonly mistake it as indigestion, take some Maalox or other anti-heartburn preparation and go to bed, hoping they'll feel better in the morning when they wake up .. which doesn't happen. My female friends, your s ymptoms might not be exactly like mine, so I advise you to call the Paramedics if ANYTHING is unpleasantly happening that you've not felt before. It is better to have a 'false alarm' visitation than to risk your life guessing what it might be!


2. Note that I said 'Call the Paramedics .' And if you can take an asprin. Ladies, TIME IS OF THE ESSENCE!

Do NOT try to drive yourself to the ER, you are a hazard to others on the road.

Do NOT have your panicked husband who will be speeding and looking anxiously at what's happening with you instead of the road.

Do NOT call your doctor -- he doesn't know where you live and if it's at night you won't reach him anyway, and if it's daytime, his assistants (or answering service) will tell you to call the Paramedics. He doesn't carry the equipment in his car that you need to be saved! The Paramedics do, principally OXYGEN that you need ASAP. Your Dr. will be notified later.

3. Don't assume it couldn't be a heart attack because you have a normal cholesterol count. Research has discovered that a cholesterol elevated reading is rarely the cause of an MI (unless it's unbelievably high and/or accompanied by high blood pressure ). MIs are usually caused by long-term stress and inflammation in the body, which dumps all sorts of deadly hormones into your system to sludge things up in there.

Pain in the jaw can wake you from a sound sleep. Let's be careful and be aware. The more we know, the better chance we could survive.


A cardiologist says if everyone who gets this mail sends it to 10 people, you can be sure that we'll save at least one life.

Rahsia pelajar Israel bijak, mereka asing lelaki dan perempuan

Antara rahsia kenapa Israel berjaya melahirkan pelajar yang bijak ialah mereka mengasingkan kelas antara pelajar lelaki dan pelajar perempuan. Kementerian Pelajaran Israel telah mengeluarkan arahan supaya lebih banyak kelas diasingkan antara pelajar lelaki dan perempuan. Semakin ramai rakyat Israel yang berfahaman sekular memilih untuk ke sekolah yang beraliran agama.

Kita di Malaysia bagaiamana ? Islam sudah lama menunjukkan caranya, tetapi yang mempraktikkannya ialah orang Israel.

Study: Separate Classes Achieve Better Results

A recent announcement by Israel’s Ministry of Education said that hareidim who turn to academia will be eligible for stipends if they prove that they studied in schools with separate classes for boys and girls.

In light of this announcement, Arutz Sheva’s daily journal spoke on Tuesday with Shai Cohen, director of the Hakima psychometric prep institute for hareidim which itself provides separate classrooms. According to Cohen, the guideline set out by the Ministry is a logical one which will also result in better classroom achievements.

“If students study in separate classrooms they without a doubt achieve better results,” said Cohen, and added that a student who has achieved a score of 600 in the psychometric exam would be able to raise his score to 670 points in a mixed school, but would be able to achieve an additional 20 points in a school with separate classrooms.

According to Cohen, there is a logical explanation for this. “A young man during his adolescent years, when he is around the opposite sex, he feels the need to impress and does not give his full attention to studying. He does not listen. He has a lot of distractions. When we eliminate these distractions he can focus on learning.”

Cohen pointed out a recent recommendation by the Ministry of Education to all high schools that some subjects should be studied in separate schools. According to him, the main reason that this recommendation is not implemented is due to budgetary reasons. “If it was only because it was not popular I believe they would implement this,” he said. “But the real reason is that it requires money. It causes a need to suddenly open double the number of classes. Most schools run on an independent budget, and they prefer to save rather than split classes.”

He added that in recent years the number of students in his own school has doubled and attributed this to the fact that religious students do not see the separate classrooms as a matter of extremism but rather as a matter of professionalism. According to Cohen, there are even many requests by secular girls to join the school due to their recognition that learning in separate classes is an advantage. He explained that secular girls are told from the beginning that the school is a religious one and that they would be required to comply with dress code regulations and the like, but added that the girls adapt to these requirements.

Despite it all, Cohen doubts that separate classes in secular schools will be seen anytime soon, due to the aforementioned budget restrictions.
